Notice of Complete Application and Joint Public Meeting

Proposed Amendments to the Official Plan of the United Counties of Prescott and Russell and to the Zoning By-law of the Township of East Hawkesbury

Take notice that the Corporation of the Township of East Hawkesbury has requested an amendment to the Official Plan of the Corporation of the United Counties of Prescott and Russell to redesignate the lands within the Ste-Anne-de-Prescott and St-Eugene communities from “Community Policy Area" to "Hamlet Policy Area". The Corporation of the United Counties of Prescott and Russell has determined that the application is complete, in accordance with Section 22(6.4) of the Planning Act, R.S.O. 1990, as amended. The application has been assigned File No. OPA 001 2026.

And take notice that the Corporation of the Township of East Hawkesbury has initiated an amendment to Zoning By-law No. 2021-22 to revise standards applicable to lands serviced by private septic systems and to amend the zoning category of a municipally owned property known as Ste-Anne Park.

Public Meeting

The Council of the Corporation of the Township of East Hawkesbury will hold a public meeting to consider the proposed Official Plan amendment and the proposed Zoning By-law amendment, pursuant to Sections 22 and 34 of the Planning Act, R.S.O. 1990, as amended.

Proposed County Official Plan Amendment

The proposed amendment seeks to amend Schedule A2 of the United Counties of Prescott and Russell Official Plan by redesignating the Ste-Anne-de-Prescott and St-Eugene communities from "Community Policy Area" to "Hamlet Policy Area". The proposed amendment would permit development on the basis of private services.

Proposed Township of East Hawkesbury Zoning By-law Amendment

The proposed amendment to Zoning By-law No. 2021-22 seeks to increase the minimum lot area and minimum lot frontage zone provisions of the Residential Type 1 (R1) Zone, where a lot is serviced by a private septic system. The amendment is required to ensure consistency with the policies of the United Counties of Prescott and Russell Official Plan.

The amendment also includes a site-specific zoning amendment affecting an approximately 2.47-acre municipally-owned property currently used as a municipal park (Ste-Anne Park). As the Township has declared these lands surplus to their municipal needs, the amendment to a R1 Zone would allow for future residential development of the property.

Subject Lands

The Official Plan Amendment applies to all lands within the settlement area boundaries of Ste-Anne-de-Prescott and St-Eugene, in the Township of East Hawkesbury.

The Zoning By-law amendment applies throughout the Township of East Hawkesbury and to the municipally-owned lands known as Ste-Anne Park.

Given the scope of the proposed amendments, no key map is provided.

Note : Written comments must be received no later than August 31, 2026. If no comments are received by that date, the United Counties of Prescott and Russell and the Township of East Hawkesbury will assume that your agency has no objection to, or comment on, the proposed applications.

Request for Notice of Decision

If you wish to be notified of the decision of the United Counties of Prescott and Russell regarding the proposed Official Plan amendment, you must make a written request to the United Counties of Prescott and Russell at the address noted above.

If you wish to be notified of the decision of the Township of East Hawkesbury regarding the proposed Zoning By-law amendment, you must make a written request to the Township of East Hawkesbury at the address noted above.

Appeal Information

If a person or public body would otherwise have an ability to appeal the decision of the United Counties of Prescott and Russell and/or the Township of East Hawkesbury to the Ontario Land Tribunal, but the person or public body does not make oral submissions at a public meeting or make written submissions to the United Counties of Prescott and Russell and/or the Township of East Hawkesbury before the proposed Official Plan amendment is adopted and/or the proposed Zoning By-law amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the United Counties of Prescott and Russell and/or the Township of East Hawkesbury before the proposed Official Plan amendment is adopted and/or the proposed Zoning By-law amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

Council made a decision on April 23, 2025, to approve all of Amendment No. 01 to the Official Plan of the United Counties of Prescott and Russell as adopted by By-law No. 2025-19 under Sections 17 and 22 of the Planning Act.

WEED SPRAYING OF POSTS AND GUIDERAILS IN THE UNITED COUNTIES OF PRESCOTT AND RUSSELL AND THE MUNICIPALITIES

Herb-o-Dem Inc., the United Counties of Prescott and Russell, and participating Municipalities intend to control weeds along guard rails and posts along the following roadsides. This pesticide use is for the promotion of public health or safety, under the public works exception to the cosmetic pesticide ban, in order to control and protect against the plants that could affect public works structures.

The list of roads to be sprayed within the United Counties of Prescott and Russell is as follows:

The following pesticides, registered under the Pest Control Products Act (Canada), will be used: ESTAPROP XT Liquid Herbicide (PCP #29660), which contains the active ingredient: Dischlorprop and 2,4-D Emulsifiable concentrate (present as the 2-ethylhexyl ester), IPCO Factor 540 Liquid Herbicide (PCP #27988), which contains the active ingredients: Glyphosate (present as potassium salt), Roundup Herbicide (PCP #27487), which contains the active ingredients: Glyphosate (present as potassium salt) under the Pest Control Products Act (Canada).

Signs will be erected in residential areas from May 25, 2026, to June 12, 2026, depending on the weather.

For residents that do not desire weed spraying to occur in front of their property where guard rails and posts are present:

Contact Herb-o-Dem Inc. at 613-632-3876 and/or your local municipality for municipal roads and sidewalks and/or Nicolas Simard for county roads at 613-675-4661. Residents also have the possibility to erect a “No Spray” sign in front of their property.

The load restrictions for the thawing period in the UCPR will be in effect as of Monday, March 9, 2026, and will be lifted as of Monday, May 4, 2026.

This annual measure aims to minimize the impact of temperature variations on our road infrastructure by reducing heavy vehicle loads.

• Part of Lot 26, Concession 2 in The Nation Municipality; and
