How to Apply for a Delegation

Preparing the Application

All individuals or organizations wishing to appear before the Council of the United Counties of Prescott and Russell (the “UCPR”) must apply, in writing, to the Clerk.

The application must include:

  • the application form duly filled out; and
  • any other supporting documentation deemed relevant by the applicant, such as a PowerPoint presentation for visual support (optional, but strongly encouraged).

Please note that the application form, as well as any supporting documentation, will be added to the Council Meeting Agenda; and therefore, will be accessible to the public on the UCPR’s website. As such, no confidential or personal information should be included in application packages.

All documents submitted should be accessible and comply with the Accessibility for Ontarians with Disabilities Act.

Submitting the Application

The applicant must submit the application form, together with any other supporting documentation, by 1:00 p.m., seven days prior to the Council Meeting date requested. (For example, if the applicant requests their delegation to be during the Wednesday, January 24, 2024, Council Meeting, the documentation must be submitted by 1:00 p.m. on Wednesday, January 17, 2024.) This will allow the material to be circulated with the Council Meeting Agenda, giving the Council a chance to study the documents before the presentation.

What to Expect the Day of the Council Meeting

For In-person Delegations
  • Council Meetings start at 9:00 a.m.
  • Council Meetings are held in the Council Chambers at the UCPR’s Administration building (59 Court Street, L’Orignal, Ontario).
  • Delegation presentations will take place near the beginning of the Meeting, following the Agenda item for disclosures of pecuniary interest. The Warden will invite the delegates to the podium to speak.
  • A presentation shall be limited to a maximum of 10 minutes (or 15 minutes for more than three delegates). Afterwards, the Council Members may ask questions or request further details.
  • Delegates may leave the Meeting once excused by the Warden.
For Virtual Delegations
  • Delegates will be emailed a link to access the meeting via Microsoft Teams.
  • Delegates need to make sure they have a functional camera, as well as a functional microphone. A test should be done at home before the Meeting.
  • The use of headphones is strongly recommended.
  • Council Meetings start at 9:00 a.m.
  • Delegates need to connect to the Meeting via the emailed link at least 15 minutes before the start of the Meeting. They will be asked to test their camera and microphone before the Meeting starts.
  • Delegates should ensure they are in a quiet and private area for the Meeting in order to limit any distractions or interruptions.
  • When not speaking, delegates must mute their microphones to minimize any background noises.
  • During their presentation, delegates must keep their cameras on. Before and after the presentation, cameras must be turned off.
  • Delegation presentations will take place near the beginning of the Meeting, following the Agenda item for disclosures of pecuniary interest. The Warden will invite the delegates to speak.
  • A presentation shall be limited to a maximum of 10 minutes (or 15 minutes for more than three delegates). Afterwards, the Council Members may ask questions or request further details.
  • Delegates may disconnect from the Meeting once excused by the Warden.
