United Counties of Prescott and Russell Commuter Cycling Plan

Project Description

The United Counties of Prescott and Russell have retained Morrison Hershfield to undertake the Commuter Cycling Plan study. The main objective of this study is to develop a connected and accessible cycling network plan that provides improved cycling network coverage and promotes commuter and high-frequency cycling throughout the Counties.

The Commuter Cycling Plan will recognize and address the following:

  • Development of consensus and buy-in from the public;
  • Capitalize on transportation opportunities to achieve the greatest benefit at the lowest cost;
  • Adoption of a holistic approach that recognizes the urban and rural make-up of Prescott and Russell;
  • Improve connections to key commuter destinations (e.g. educational institutions and employment areas); and
  • Enhance connectivity with adjacent municipalities.

Study Area

The project limits encompass the entire United Counties of Prescott and Russell, bounded by the Ottawa River to the north, the United Counties of Stormont, Dundas and Glengarry to the south, the province of Quebec to the east and the City of Ottawa to the west.

Consultation

As part of this study, two rounds of public consultation will be conducted. The first will focus on obtaining public input regarding network gaps, issues and potential solutions. The second will focus on obtaining input regarding the draft recommended plan. Separate Public Open Houses will be held in the east and west ends of the Counties.
