Housing Services

The Housing Services (HS) under the United Counties of Prescott and Russell Social Services Department (UCPR) own and manage 311 family, senior, and single adult units within their service area. These units are a mix of semi-detached houses and apartments, ranging from 1 to 5 bedrooms.

The HS also manage approximately 91 units with private sector landlords, and all rents are subsidized based on family income. Furthermore, the HS’s responsibilities include the administration of 12 non-profit housing corporations comprised of 500 units as well as the management of a centralized waiting list for Rent-Geared-to-Income (RGI) applicants. The Housing Services' aim is to provide affordable and suitable housing to persons eligible for RGI units.

How do I apply?

To apply for social housing in Prescott and Russell, please contact Kim Martel, Tenant Placement Clerk, at 613-675-4642/1-800-667-9825 extension 6504.
You can download and print a copy of the Social Housing Application Form or you can obtain a copy at the Housing Services Division office in L’Orignal at 59 Court Street, 2nd Floor, or the office of any participating housing provider. Read the instructions carefully before complete the application. Make sure that the Release, Consent and Declaration on the application has been signed by all members of your household who are 16 years or older.

All household members must submit proof of Canadian residency and proof of their current income. 

Submit your application and all applicable supporting documents to the Prescott and Russell Housing Services Division by mail, by fax (613 675-2030), or in person.

The Housing Services Division determines eligibility for rent-geared-to-income (RGI) housing based on a duly completed and signed application. Your application will not be considered for eligibility if the application form is incomplete or if documents are missing. Upon approval of your application, your name will be added to the centralized waiting list in chronological order.

It is your responsibility to inform us immediately of any change to your file. Failure to do so could impact your eligibility.

Personal information contained in this form or in attachments is collected pursuant to the Housing Services Act, 2011 and the Freedom of Information and Protection of Privacy Act (R.S.O. 1990 c. F.31) or the Municipal Freedom of Information and Protection of Privacy Act (R.S.O. 1990 c. M.56). This information may be used to determine eligibility for housing applied to, continuation of housing, and may be used for the appropriate rent-geared-to-income charge.

Access to adequate housing is at the heart of each community. Municipalities play an important role in addressing the need for housing to its resident including existing residents by future changes in these needs.
In order to better understand their immediate and future needs, the United Counties of Prescott and Russell completed the following study. This will guide the UCPR in its long-term housing strategy.

The United Counties of Prescott and Russell participate in the Investment in Affordable Housing for Ontario (IAH).

The Homeownership Component under the IAH provides an opportunity for a forgivable loan to allow low-to-moderate-income renter households to purchase their first home.
